I think it's a throwback to other times . When a fearless leader needed a pop-up parade to underline some accomplishment large or small. The OOM PAH PAH 's did not have to be rounded up one at a time. Those Germans love their parades.
That's nothing. Swiss transit also features themed/novelty trams: the Thai Tram, the Italian Tram (with full kitchen and bar), and the Party Tram (for partymachen).
